    There are 3 large RVs and 1 smaller RV in the parking lots of the JLAC building. It is becoming a large homeless encampment and I feel very it will only get worse. The East Bay Rowing Club is supposed to hold a rather large regatta there on Sunday, but with these RVs there, we will not have enough parking. Also, we want to show the rowing community how wonderful the City of Oakland is, but this is not the way. We need help to fix this issue ASAP. We love where we row, but it is getting harder to enjoy the area with all of the illegal overnight encampments on the parking lot and the abandoned boats in the estuary. Thank you

    Cars continuously park in this no parking zone creating a dangerous single lane only for both directions of traffic (both cars and LARGE trucks). This zone needs to be checked on a regular basis by Oakland City Parking Enforcement as once a car is removed another moves in immediately. It would also be appreciated if the landowners here would help their surrounding neighbors.

    I am the regatta director for Boats Without Barriers which is scheduled for Sunday, April 28, 2024. As Denise, our board president has already stated, we thank you and the City for the work that crews are doing today to mow and clean up around JLAC and Estuary Park in advance of our third annual regatta. We want our guests to see and enjoy the Estuary in the best possible light.

    As Denise also mentioned, we have THREE RVs camping in the JLAC parking lot (the third van arrived this morning), and TWO VANS behind on the west side of JLAC (see the attached photos). We will need the entire parking lot for parking to accomodate several adaptive rowers (handicapped rowers) and volunteers. The continued enroachment of these vans makes the already limited parking in the area a huge problem.

    We would greatly appreciate your assistance in clearing the parking lot, and adjacent areas, before Sunday. As in past years, we are expecting media presence at the regatta and want to ensure the safety of everyone who attends.
