City of Oakland Public Works Department addressed this issue on 11/24/2015, service request # 618634.

How can you say this is fixed. Let's be honest: traffic was flowing more smoothly when all lights at this intersection were blinking red. Whenever the lights are working "properly," traffic is at a standstill in all directions during rush hour. We would all have been better off had you not "fixed" the problem.
