Description

The homeless encampment at the Lake Merritt Blvd underpass walkway (west side of channel) has recently expanded and attracted new campers. These new campers have brought in large pieces of furniture and off-leash pit bulls and are constructing semi-permanent structures with building materials.

I think that everyone understands that the city can't completely force these people out of this location for practical and humanitarian reasons. However, the city absolutely has a duty to protect the health and safety of other members of the public who wish to access this public space as well as the duty to maintain the right to that public access. At the moment the city is failing miserably in doing both of those things.

Please, PLEASE, make at least some kind of minimal attempt to regulate this camp so that ALL members of the public have the opportunity to safely access this public space.
