Description

At the City of Oakland Parkway lot, parking is not being enforced. There are multiple vehicles in the lot with homeless occupants who have set up camp and have been here since last year. They park in reserved spaces (which we pay $80 for), they urinate and defecate freely, dump trash, sale drugs and allow their dogs (one of which is a pit bull) to roam the lot off leash. By now these cars should have accumulated enough tickets to have received a boot. Why are they still here, why are the rules that govern the city not apply to them?
