Speed Bump request. 13th St and 31st Avenue are regularly used as speed zones to get around the light at Fruitvale and International. Several times a week tricked out cars use the intersection to spin burn-outs and cars race through the neighborhood at high speed on both streets. By the time the speeders can be reported the incident is over. Speed signs will be ignored, we are requesting speed bumps on both 31st and 13th to keep the speeds down and make it safe for kids in the neighborhood.
