Just with every thing else with these street people why pay for anything when you can steal it. Nothing is enough for free. There paws are always out.

Hi David. I did not see the person that tapped the line, and I do not know the circumstances that led them to do it. I'm not insisting you are wrong, but it could have easily been some jerk that likes to wash his car with free water, and not someone living on the street. In my opinion, it's easier to use the public reporting function to report the facts and not the speculation. If someone has first-hand knowledge of the person that tapped the line, please report it to OPD. Thanks!
